Zilor Group provides specialised Integrated Product Support (IPS) services to Defence and Australian Government clients, ensuring capability is delivered, sustained, and supported throughout its lifecycle. Our practitioners bring deep expertise across the full IPS framework — from maintenance planning and supply support through to technical data management, reliability and maintainability, and obsolescence management.Building on a strong foundation in Integrated Logistics Support (ILS), we are aligned with Defence's current IPS policy and the One Defence Capability System (ODCS).

As Defence transitions from the legacy 10-element ILS construct to the expanded 12-element IPS framework, Zilor Group's practitioners understand both — ensuring our clients are supported through that change without disruption to program delivery.

What IPS means for your program

The June 2026 IPS Manual marks a decisive shift in how Defence approaches capability support. Where ILS focused on logistics planning, IPS takes a holistic view — integrating engineering, supply, training, ICT, and governance into a coherent framework that spans concept through to disposal. For program teams and IPSMs navigating this transition, Zilor Group provides the practitioner expertise to apply IPS requirements against ASDEFCON obligations, ODCS governance, and capability lifecycle milestones.

Our core services

We support programs from acquisition through to sustained operation, working closely with IPSMs, project managers, and stakeholders to develop and deliver critical IPS and ILS artefacts, conduct logistics support analysis, and manage compliance with Defence and Commonwealth frameworks. Our services include:

  • Maintenance Planning and Management (IPS Element) — including Reliability Centred Maintenance (RCM), Failure Modes Effects and Criticality Analysis (FMECA), Maintenance Task Analysis (MTA), and Level of Repair Analysis (LORA)

  • Supply Support — sparing assessments, provisioning, and supply chain planning

  • Technical Data — development and management of Support Plans (IPSPs and ILSPs), support concept documentation, maintenance policies, and sustainment strategies

  • Reliability, Availability, Maintainability and Safety (RAMS) analysis

  • Procurement and assurance — navigating Commonwealth procurement frameworks, developing procurement strategies, managing tender evaluations, and providing assurance that logistic support systems, processes, and artefacts are fit for purpose and aligned to program outcomes

Beyond Defence

Zilor Group's lifecycle support expertise extends to any Australian Government agency managing complex platforms, systems, or equipment requiring through-life support planning. The disciplines underpinning IPS — maintenance analysis, supply planning, technical documentation, procurement governance — are equally applicable to non-Defence agencies managing aviation, maritime, communications, or critical infrastructure assets. If your program requires structured lifecycle thinking outside the ODCS framework, we apply the same rigour with language and frameworks appropriate to your context.

Our approach

Zilor Group's approach to IPS is holistic and outcomes-focused. We integrate seamlessly into client teams, providing tailored advice, proactive management, and assurance across the entire lifecycle. We go beyond delivering artefacts — our services strengthen capability, enhance readiness, and create enduring value. By combining technical depth with practical program experience, we ensure assets and systems are supported by sustainable, cost-effective, and assured support frameworks.
